Independent currency exchange offices no longer exist in Moscow or anywhere else in Russia — cash currency exchange goes through banks and licensed credit institutions. Central Moscow is historically where flagship offices cluster: Tverskaya, Kuznetsky Most, and Nikolskaya Street host the head offices or premium branches of most of the country's major banks.
The practical effect: on a single street between two adjacent metro stations there can be 8–12 banks with an FX desk. The choice is wider than anywhere else. The downside: in summer and on weekends, foot traffic is heavy and parking is expensive, so the metro is the easiest way in.

Rates differ between banks, and that's easy to verify in person. On Tverskaya you can walk past three or four branches in 10 minutes and compare rate boards physically. That's a real-world play if your amount is large enough that 30–50 kopecks per unit of currency is worth the effort.
